Deputy Managing Partner, Samuel E. Cohen Appointed as Lehigh County Solicitor

County Executive Josh Siegel has appointed Samuel E. Cohen, Esq., as Lehigh County Solicitor, effective January 28, 2026. Before assuming this role, Attorney Cohen served as Assistant Solicitor for Lehigh County while building a distinguished commercial, employment, municipal, and business litigation practice in the Lehigh Valley.

A long-time resident of the region and an established leader within its legal community, Attorney Cohen brings deep public- and private-sector experience to the Solicitor’s Office. Known for his steady approach to conflict resolution and pragmatic problem-solving, he has counseled individuals, businesses, and governmental entities through complex disputes and high-stakes matters.

In his new position, Attorney Cohen will oversee and coordinate the County’s civil legal affairs, advise County leadership on a wide range of legal issues, and support the work of departments and agencies serving Lehigh County residents. His deep public- and private-sector experience, coupled with his practical understanding of how legal decisions affect local businesses, municipalities, and nonprofits, will help ensure that the County’s legal strategy remains thoughtful, efficient, and grounded in the community’s long-term interests. His deep roots and relationships throughout the Valley make him a natural connector, and his ongoing commitment to public service reflects the values that have guided his career and will continue to benefit Lehigh County and its residents.
